Do not use gypsum plaster on outside walls or on a wall with seepage. It is a plaster for the inside of a building.
If a wall has a leak, stop the leak first. On smooth concrete (Mivan, RCC, precast) use a bonding agent before the plaster: see which walls need a bonding agent.
